Why is Tornado Cash creator criminalized and Monero creators aren't?

Hello,

From the outset, i'd like to state that I am pro both of the above and think its abhorrent what's happening to the Tornado Cash creators.

I was hoping that someone more well versed in the topic and the charges brought upon could help me understand why TC founders are so 'easily' chargable against while the creator any privacy minded token, example Monero, aren't?

Can the US government just continue to shoot such allegations in the air against half the world to see what sticks, causing undue costs and injustice in the process?
