People have been trying to hide their fiat in various bank accounts around the world, but by making legal threats, a government can still force them to disclose the account numbers and take their money.
Can't a government threaten the BTC owners the same way? "We suspect you own about 10 BTC. You either transfer them to our account, or you go to jail." How would you fight that?
Edit: This is definition of the term "seizure" that I am going by: "The action of capturing someone or something using force."
