Which network is best to hold ETH in a software wallet to avoid withdrawal fees?

Binance charges me to withdraw using the ERC20 network and to the bep2 network too (less) but using the arbitrum one network they don’t charge anything.

So my question is, which network is better/ safer for hodling my ETH.

It’s not the safest way to hodl but considering that i own a low amount I still don’t think it’s the time to buy a hardware wallet.

I could use some advice. Thanks I’m new in crypto so…sorry if it doesn’t make sense to you somehow.
