Questions about credit/debit card use and phone number

Hi guys I am new to Binance and I just have two separate simple questions:

1. I am a student (above 21) and have a verified Binance account under my name. Can I use my dads credit debit card or bank to deposit funds in Binance or does it have to be a card under my name? Also if the answer is yes can someone tell me how do I change the name from my name to his name when I enter the card information (the account is under my name but everytime I try to add a card, in section under name of cardholder it states my name and the card is under his name)

2. I made an account under my dads name too on which I used my personal phone number (however I got this number when I was below 18 so it is still registered under my dads name) to sign up. Now I deactivated that account but everytime I try to add the phone number on my personal account it still says number is occupied. If the account is deactivated how is the number still occupied?
