Decentralized exchanges can't be stopped, and they will be the primary road to privacy. All they can do is attempt to block the website addresses of these decentralized exchanges, but the smart contracts can still be directly used. They've had decades to try to shut down the illegal file sharing website Piratebay and they can't even manage that.
When you can't shut down the backend of a decentralized network there is no point in trying to censor the front end. It becomes an impossible game of wack a mole. See Piratebay. Privacy networks will continue to exist, and they will continue to be used.
