Local Decentralised Network on Ethereum

Hello Guys,

My professor has the idea of creating a local blockchain inside our institute; it will be a permissioned network where we will designate each node.
The network will have its own tokens; we can deploy the dapps over it.
This network will be built on the Ethereum network

Have there been any previous projects like this? I would appreciate any guidance on how to move forward. I am putting effort into learning these things. Please let me know how to move forward.
