How can I buy Bitcoin from Locals with Physical Money?

I live in BHZ ( Belo Horizonte /MG - Brasil ), I have a hard time to find places which accept and/or people who make swap are traders.

I do not want to use websites, due to the current political system. I want to stay off radar.

Do any one have tips and or tricks ?

I was thinking in openning a Bitcoin Café/Bar as a way for people to know each other and I deal bitcoin to others. ( Anyway much appreciated for the space to talk with you guys here) any tips and tricks. Know hows would be well accepted here.
