Fee refund proposal for those who want to migrate to a roll-up from L1

A lot of people are understandably upset about the high gas fees.

Some people bought a few hundred dollars of Eth went to go play around with DeFi or NFTs and now find their funds are basically held hostage to high fees.

I think as a community we would benefit a lot by creating a fund or a mechanism to help people migrate off L1 into L2 rollups. I don't know exactly the best way to do it, it would be great if it could be a smart contract.

But even if we just set-up an old fashioned claims process to issue refunds to those who paid to migrate into L2, at least until direct fiat on ramps are ubiquitous,

I think it would go a long way to improving User experience and making people feel like we really understand and care about the issues they are experiencing.
