Blockchain Withdrawal Issue

I have a blockchain withdrawal from my ethereum trading account to my private key wallet pending for 2 days now after being told I have reached my $1000 per year withdrawal limit with Silver Tier Level, and so they told me to upgrade to gold so that my transaction can be approved. I tried upgrading to gold but it says unavailable and “server error: user is not allowed to get credentials”. My question is why has my transaction not been reversed and canceled if Blockchain knows it can not be approved because of my withdrawal limits?
